Unlocking Export Markets through implementation of food safety standards

After it was identified that exporting to Europe and elsewhere in the world, food safety certification; (HACCP - Hazard Analysis and Critical Control Point) for SMEs in Agro-processing and Pharmaceutical manufacturing was mandatory, the Government of Rwanda through Rwanda Standards Board (RSB) embarked on an intensive program to assist those SMEs to comply with HACCP requirements.

 

In 2012, Rwanda Bureau of Standards signed a twining agreement with British Standards Institute-the oldest in the world, and most established institute to strengthen the capacity of RBS to be able to certify compliant SMEs to this standard, and support Rwanda SMEs to raise their capability to be able to implement HACCP. The Rwanda HACCP standard was developed and approved in 2013. Twenty two SMEs in Rwanda are now under intensive training and guidance by a team of external experts to be able to get HACCP certification soon. What is HACCP?

 

Hazard Analysis and Critical Control Point (HACCP) is the systematic preventative approach to food safety. It addresses physical, chemical, and biological hazards as a means of prevention rather than finished product inspection. It is a prerequisite for food exporters in Europe to be HACCP certified.

 

Who needs HACCP?

 

HACCP can be used by any organization directly or indirectly involved in the food chain and pharmaceutical industry including:
•    Farms, fisheries and dairies
•    Processors of meats, fish and feed
•    Manufacturers of bread and cereals, beverages, canned and frozen food
•    Food service providers such as restaurants, fast food chains, hospitals, hotels and mobile caterers
•    Manufacturers of prescription and non-prescription drugs and remedies

 

Why is HACCP Needed?

 

HACCP is needed for:
•    Improved food safety and confidence in food consumption
•    Compliance with National Food Laws
•    Increased export earnings due to compliance with external market requirements
•    Reduction in complaints and negative publicity

 

How can HACCP certification be attained?

 

Rwanda Standards Board (RSB) provides HACCP certification either as a stand alone or as an extension to other applicable standards. The process involves:
•    Fill an application form downloadable from www.rsb.gov.rw and submit it online using info@rsb.gov.rw. The form can also be filled manually and sent to any of RBS offices
•    Pay application and certification fees at any of RRA offices on RBS account
•    Gap analysis is done, and subsequently the client is notified of the audit plan
•    Certification Audit stages I and II are conducted for compliance checks
•    Certification attained and a certificate of HACCP compliance is given out. Services beyond certification are also provided if needed.

 

Please note that if any major non-conformity is identified, the organisation cannot be certified until corrective action is taken and verified.
