INDIVIDUAL CONSULTANCY  N° 04/S/014 - 015/RSB-NCBS


TITLE:      CONSULTANCY TO DEVELOP AND OPERATIONALISE RSB M&E TOOLS TO MONITOR AND EVALUATE THE IMPLEMENTATION OF STANDARDS, CONFORMITY ASSESSMENT AND METROLOGY ACTIVITIES.


1.    Background


Rwanda Standards Board (RSB) is a public institution with mandate to develop of Standards, conformity assessment and Metrology, to enhance the competiveness of Rwandan products promote fair trade and consumer protection.

RBS has developed Food Security Strategic Plan for the period 2013-2018 under the support of the Kingdom of the Netherlands through National Capacity Building Secretariat (NCBS). The aim of the Plan is to contribute towards the Operationalization of EDPRS2 priorities by improving food security through availability of safe food.  When food is not fit for human consumption, its availability is reduced leading to food insecurity. Consumption of such food has cascading negative effect on public health, productivity and national expenditure on remedial interventions. Food safety is therefore an important component of food security and national trade balance.

It is in this regards that RSB needs to hire a competent individual consultant to develop and operationalise M&E tools to monitor and evaluate the implementation of standards, Conformity Assessment and Metrology services to support the roll-out of five years RSB strategic plan on food safety and security.

2. Overall objective

The objective of this Service is to design a Monitoring and Evaluation (M&E) framework to support the roll-out of five years RSB food and safety strategic plan. This will help RSB in a continual process of making the factual decisions.

3. Scope and methodology


The Service Provider will be required to:

I.    One Consultative workshop with RSB staff and Key Stakeholders to acquire their inputs on RSB work breakdown services (WBS).
II.    Formulate a set of relevant, simple and straightforward indicators to monitor the conformity assessment and metrology  outputs
III.    Study and analyze the relevant planning documents of RSB (including but not limited to the national quality policy, strategic plan, and master document of employees positions), review and establish the logical framework and indicators matrix.
IV.    Develop M&E framework for the ongoing and new RSB Projects.
V.    Develop a monitoring plan for the RSB activities.
VI.    Collect and create a baseline database for each of RSB activity.
VII.    Create a data base of RSB equipment history records and establish a Gantt chart of equipment lifespan.
VIII.    Establish data collection and reporting forms for capturing quantitative and qualitative information services that RSB to the customers.
IX.     Outline RSB M&E needs and establishing necessary practical procedures and measures in order to operationalize M&E (data collection and processing)
X.    Assess  the needs of data and data management, monitoring and evaluation systems

4. Deliverables


Expected outputs

A document that sets out RSB M&E needs and lists M&E indicators matrix.

Key deliverables
•    Submit an inception report with description of how he/she understands the assignment, methodology to be used, how the assignment will be conducted, the foreseen decree of challenges in data collection and a clear option plan. This report should be submitted 10 working days after contract is signed by the consultant.
•    Submit a draft document showing a clear development of RSB M&E tools to monitor and evaluate the implementation of standards, conformity assessment and metrology services. The draft document should be submitted within 60 working days after signing the contract and make a presentation to RSB management.
•    Submit final document within 10 working days after receiving comments

5. Reporting facilities /Inputs

During the assignment period, RSB will provide office space for desk work and for meeting when required.

6. Duration of the assignment


This assignment is expected to be conducted within 60 working days from contract signing.

7. Competences
•    Master in Business administration, Product and Operations Management, Strategic Management, Project Management, Natural Sciences, Statistics, Total Quality Management and Food Sciences.
•    At least 3 years of experience in consultancy activities
•    Relevant knowledge on different equipment used in standardization activities
•    Excellent communication and analytical skills, report writing and data interpretation.
•    Two previous examples of consultancy work carried out with their completion certificates.

REQUEST FOR PROPOSALS  N° 01/S/014 - 015/RSB-NCBS


TITLE:     CONSULTANCY FOR UPGRADING THE LABORATORY INFORMATION MANAGEMENT SYSTEM (LIMS) SOFTWARE
.

Background


Rwanda Standards Board (RSB) is a public institution mandated to undertake all activities pertaining to the development of standards, quality assurance and metrology in the country.
RSB laboratory testing scope has being  increasing since last five years from 50 parameters in 2008 to 192 parameters in 2013, as laboratory grows, it faces the dilemma of accurately and quickly processing overwhelming amounts of data for the tests performed.
Laboratory Information Management System (LIMS) is a database application that is used to store and manage information associated with the laboratory, such as sample submission contracts, sample matrix, test results, methods, parameters, quality controls and control limits. The LIMS accommodates the expansion with a clear migration path so that none of the customizations previously made are lost.
It is on this background that RSB initiated the implementation of Laboratory Information Management Systems (LIMS) to reduce the testing turnaround time and data management. However, due to budget constraints only few testing processes were configured and no training provided for both users and software administrators.

The software upgrade and training users will facilitate the laboratory full migration from manual operations and have a centralized system that creates a better flow and provides better and consistent management information from sample check in, to lab and back to customer.  The LIMS will facilitate the labs to be more efficient with services and have quicker turnaround times to meet or beat industry standards and remove delays in services delivery and unacceptable turnaround times.  

It is upon this background that RSB would like to use part of the funds received from Netherlands Embassy to hire a firm specialized in configuration, training of users and software administrators to assist in upgrading of RSB existing laboratory information management system.

Objectives of the contract

The major objective is to hire the specialized consultancy firm to assist RSB in upgrading the existing Labware laboratory information management system (LIMS) software and provide training to users and administrators.


Specific Objectives include:
1.    System configuration   of  the Charge Manager  for online billing
2.    Configuration of advanced reports with Turnaround Time (TAT),
3.     System configuration for SMS system and E-mailing of test reports.
4.    Configuration of dashboards that have statistical data about the information in the Laboratory.
5.    System configuration of graphs and charts in analyzing the data and use of web LIMS
6.     Provide the configuration of online Inventory management, Request and approval of reagents and other labs items
7.    Increase the Labware software licenses  from six to unlimited capacity
8.    Configuration of Testing Laboratories process from samples submission to final test report for Biotechnology, Chemistry, Materials and Pharmaceutical  testing services
9.    Configuration of the Query function to retrieve samples by work order, sample number, client, analysis, project, test, department, date range, site or other information for many functions throughout the application
10.    Configuration of laboratory results to report as “less than” any numerical data value which is less than the method detection limit specified by the user.
11.    Configure the system to automatically login samples for a client/project combination for  a variety of scheduling frequencies including hourly, daily, weekly, biweekly, monthly, semi-annually, and annually or via a study.
12.    Provide 30 days training of 15 testing Laboratory staff on the use of LIMS and 5 days training of 2 System Administrators  

1.    Expected outputs

The consultancy firm is expected to produce the following outputs;

•    Comprehensive training manual  for   Laboratory Information Management Systems (LIMS) users and administrators
•    LIMS Configured process from samples reception to final report for chemical, biotechnology and materials testing
•    User requirements Manual  for Chemical, Biotechnology,  Materials and Pharmaceutical  testing Laboratories processes
•    15 Laboratory Testing staff  equipped with knowledge to use the Laboratory information management systems
•    2 RSB staff equipped with knowledge to add new parameter and products and troubleshooting of LIMS   

2.    Deliverables

•    Inception report due 15 days from commencement of the assignment that includes understanding of the assignment by the consultant, proposed approach and methodology to be used during the assignment and roadmap of assignment. Comments on the inception report shall be submitted to the consultants with five days of receipt of the inception.

•    Draft report 60 days from the commencement that include annexes of the two training reports, the daft training manual and draft summary of key aspects upgrade to the system, draft recommendations for maintenance and how to effectively use the system.  

•    The Final report will be submitted 5 days after the training and should include final Training Manual, Users requirements showing key aspects upgrade to the system and configured processes and recommendation for maintenance and how to effectively use the system and it will be approved by RSB management before final Payment.
Company profile
•    The firm should have done the similar  work of  configuration of Labware software  proved good completion certificate;
•    The firm should hold the Labware  authorization for the system configuration;  
•    The proposed experts to carry out the task should have been trained by Labware in laboratory software configuration proved by training certificate.

Duration of the task:  60 days

Sealed proposals with above mentioned reference, presented in four copies (technical and financial proposals sealed separately), one of which is the original, shall be addressed to the Director General of Rwanda Standards Board and deposited in the Procurement Office of RSB not later than 20/07/2015 at 09:00 (local time).
