CALL FOR EXPRESSION OF INTEREST TO HOST THE CO-SECRETARIAT OF RSB TECHNICAL COMMITTEES (RSB/TCs)

Rwanda Standards Board (RSB) is a public institution established by Rwanda Government Law No 30 of 29/07/2013 determining the responsibilities, organization and function of the RSB to undertake all activities pertaining to the development of standards, conformity assessment and metrology services in the country. Considering the binding principles and international good practices applied in standards development which includes openness, transparency, impartiality, consensus, development dimension and stakeholder’s engagement, among others, this process is undertaken through technical committees in a given sector or subsector.

A technical committee (TC) gathers representatives from industry, importers, exporters, consumer organizations, professional and higher learning institutions, research organization, laboratories, regulatory bodies, government institutions and other interested parties to develop standards that reflect national interests.

While the management of technical committees is composed by a chairperson, elected by other members of the committee and a secretary from RSB, to promote stakeholders’ engagement towards enhanced cooperation and synergies in standards development and conformity assessment, as one of the policy orientations of the Rwanda Quality Policy 2018, RSB has adopted a co-secretariat approach, which has to be hosted by RSB stakeholders. Particularly, this approach will help the co-hosting institution to participate actively in the management of the technical committee and embed the culture of quality and standardization within the country, in general.

In this financial year 2024-2025, it was planned to engage at least six (6) Stakeholders to collaborate with RSB in handling the secretariat of technical Committees in the following sectors of priority: milk, nutrition, cereals, fertilizers, cosmetics, mining, road vehicles, clay, stone, concrete building materials and environmental protection (Climate change actions).

Based on the above background, RSB hereby invites all interested all interested organizations (public/private) to express their interest in co-hosting the RSB/TCs secretariat in the aforementioned sectors to submit their applications via online registration form accessible on: https://docs.google.com/forms/d/1yAK95-pvw7Fxh0wCNOnea1u9wX8IAMmmk-ILNTx9Uvw/edit by 20th June 2025.
